         [論文摘要]

本研究旨在了解國內教育相關人員對英國初任校長領導與管理專業進修方案(HEADLAMP)應
用於我國之調查研究的看法。
本研究採用文獻分析法、問卷調查法及訪談調查法進行,首先以文獻分析探討校長角色職
責與工作內涵及知能、初任校長工作挑戰困擾與技巧、初任校長導入輔導制度及英國初任
校長領導與管理專業進修方案,據以編製「國民小學初任校長領導與管理專業進方案」調
查問卷,蒐集國小校長的看法與意見。資料蒐集對象為台北縣市、基隆市及宜蘭縣國小校
長,共444位。調查分析所得資料經次數分配、百分比、因素分析、信度分析、相關分析及
驗證性因素分析。隨後,針對九位校長、二位學者及一位家長會長進行訪談,以更深入瞭
解對於國民小學初任校長領導與管理專業進方案之看法。
根據文獻探討、問卷調查及訪談調查之結果,本研究獲得以下結論:
一、整體而言,國民小學校長的工作內涵仍偏重於行政層面
二、國民小學校長相關知能應涵蓋專業知識與實務能力兩層面
三、初任校長面臨的工作挑戰與困擾問題常與人的因素有關
四、初任校長導入輔導制度有助於初任校長的工作勝任
五、國小初任校長領導與管理專業進修方案的重要性高
六、國民小學初任校長領導與管理專業進修方案應重視培育進修單位、課程內容、進修時
間期限、經費與方式及師資來源的規劃
七、國民小學初任校長領導與管理專業進修方案模式之基本適配度、模式整體適配度及模
式內在結構適配度皆佳
基於上述結果,提出具體建議,供教育行政機關、國小初任校長及未來研究之參考。


          [英文摘要]
The main purpose of this study was to make clear the opinions of educators on
the investigation of U.K. Leadership and Management Programme for New Head
Teacher of application in Taiwan.
The study included document analysis, survey method with a questionnaire and
survey method with an interview .The purpose of document analysis was aimed to
explore the role, obligation and job matter of principals, giving a challenge,
obsession and skills of new- principals, the induction system of new
principals, and U.K. leadership and management programme for new head teacher.
Questionnaire of survey based on opinions of principals of elementary school
about leadership and management programme for new- principals of elementary
school was developed by author. It was 444 samples randomly drawn from
principals of elementary school in Taipei city and county, GeeLung city, and
Ilan county. Data were analyzed by frequencies, percentage, factor analysis,
reliability, analysis, correlate and LISREAL.Based on the document analysis
and the results of the questionnaire and interview, this study reaches the
following conclusion:
1. On the whole, the job contents of the elementary school principals one-
sidedly emphasized the administrative side.
2. The elementary school principals should have both the professional
knowledge and practical abilities.
3. Being faced with job challenges and obsession of the elementary school new-
principals were related with people.
4. The induction system of the elementary school new-principals contributed to
their job competence.
5. The leadership and management programme for elementary school new-
principals was high importance.
6. The leadership and management programme for elementary school new-
principals should attach importance to plan the development agencies, time,
ways, cost, curriculum and the source of teachers.
7. The model of the leadership and management programme for new principals of
elementary school was good.
Finally, based on the results, suggestions for educational administration
agencies, new principals of elementary school and future study are proposed.
